1957年4月生，汉民族，山东省莱西市人。法学博士，教授，博士生导师。1999年在职于武汉大学获得法学博士学位。2001年9月起任中国政法大学校长。2008年11月任山东大学校长。

     1974年07月，任山东省莱西县南岚村生产队干部。
     1975年05月，任山东省莱西县二十中学教师。
     1978年09月，考入吉林大学法律系。
     1982年09月，考入吉林大学研究生院。
     1985年06月，任山东大学法律系教师。
     1985年10月，任山东大学法律系系主任助理。
     1987年10月，任山东大学法律系讲师、教研室主任。
     1988年02月，赴日本山口大学做访问学者。
     1992年10月，任山东大学副教授。
     1993年03月，任山东大学法律系第一副系主任（主持工作）、教授。
